fa فرسایش ارزش جبرانی کالابرگ الکترونیک در برابر تورم مواد غذایی: شواهدی برای بازنگری دوره‌ای اعتبار کالابرگ Erosion of the Compensatory Value of the Electronic Food Coupon (Kalabarg) Amid Food Inflation: The Need for Periodic Revision of Kalabarg Credit تغذيه nutrition خلاصه سیاستی Brief Policy سابقه و هدف: طرح کالابرگ الکترونیک با هدف حمایت از امنیت غذایی خانوارها و جبران بخشی از آثار حذف ارز ترجیحی کالاهای اساسی، از دی‌ماه 1404 با تخصیص اعتبار ده میلیون ریال به ازای هر نفر آغاز شد. با توجه به افزایش مستمر قیمت مواد غذایی، ارزیابی کفایت این اعتبار و میزان همگامی آن با هزینه تأمین یک رژیم غذایی مطلوب ضروری است. هدف این مقاله، تهیه شواهدی برای ارزیابی ارزش جبرانی کالابرگ الکترونیک در برابر تورم مواد غذایی بر پایه تغییرات هزینه سبد مطلوب غذایی ایرانیان است. مواد و روش‌ها: در این مطالعه، هزینه تأمین سبد مطلوب غذایی ایرانیان بر اساس مقادیر توصیه‌شده «سبد مطلوب غذایی ایرانیان (1402)» و متوسط قیمت خرده‌فروشی اقلام خوراکی منتشرشده توسط مرکز آمار ایران محاسبه شد. سپس روند تغییرات هزینه سبد مطلوب در فاصله دی‌ 1404 تا اردیبهشت‌ 1405 با اعتبار ثابت ده میلیون ریالی کالابرگ مقایسه گردید. یافته‌ها‌: هزینه ماهانه تأمین سبد مطلوب غذایی برای هر فرد از دی‌ 1404 تا اردیبهشت‌ 1405، 44.7 درصد افزایش یافت؛ درحالیکه در همین دوره، اعتبار کالابرگ بدون تغییر باقی ماند. همچنین شکاف میان افزایش هزینه سبد مطلوب و اعتبار کالابرگ از حدود 3080000 ریال در اسفند 1404 به بیش از 17 میلیون ریال در اردیبهشت‌ماه 1405 رسید. نتیجه گیری: اعتبار ده میلیون ریالی کالابرگ تنها در ماه‌های ابتدایی اجرای طرح توانایی نسبی برای جبران بخشی از افزایش هزینه دسترسی به یک رژیم غذایی مطلوب را داشت، اما با تداوم تورم مواد غذایی به‌سرعت از رشد هزینه‌های واقعی عقب ماند. یافته‌های این مطالعه بر ضرورت بازنگری دوره‌ای ارزش ریالی کالابرگ متناسب با هزینه تأمین سبد مطلوب غذایی و هدفمند شدن توزیع اعتبار با اولویت دهک‌های پایین درآمدی تأکید می‌کند. Background and Objectives: The Electronic Food Basket (Kalabarg) scheme was introduced to support household food security and compensate for part of the price increases following the removal of preferential subsidies for basic food commodities. In Dey 1404, a fixed monthly credit of Ten million Rials per person was allocated for purchasing eligible food items. Given the continuous rise in food prices, evaluating the adequacy of this credit is essential. Materials and Methods: The cost of the Iranian Optimal Food Basket was estimated using the recommended food quantities specified in the Optimal Food Basket for Iranians (1402) and the average retail food prices published by the Statistical Center of Iran. Monthly costs were calculated for Dey 1404 to Ordibehesht 1405 and compared with the fixed Ten-million-Rials Kalabarg credit. Results: The monthly cost of the optimal food basket increased 44.7% within five months from Dey 1404 to Ordibehesht 1405. During the same period, the Kalabarg credit remained unchanged. The gap between the increase in food basket cost and the fixed credit widened from about 3080000 Rials in Esfand 1404 to more than 17 million Rials in Ordibehesht 1405. Conclusion: The Ten-million- Rials Kalabarg credit offset only part of the increased cost of an optimal diet during the initial months of implementation and rapidly lost its compensatory value as food inflation persisted.
