Improving Governance of Tehran Municipality in Obesity Prevention: A Policy Brief

The prevalence of overweight and obesity in Tehran is increasing and constitutes one of the most significant risk factors for non-communicable diseases, thereby necessitating multisectoral interventions. This policy brief was developed based on the findings of a comprehensive study examining the governance of Tehran Municipality’s obesity prevention programs through document review, stakeholder consultation, and priority-setting processes. Findings revealed weaknesses across five key governance dimensions, including accountability, evidence use, responsiveness, transparency, and participation. Furthermore, we propose that municipality neighborhood health centers adopt sustainable, neighborhood-based governance mechanisms, rather than fragmented and project-oriented activities, in order to move closer to the model of community-based organizations (CBOs). In addition, policy recommendations are presented to enhance the governance quality of obesity prevention clubs.
